At Xpertdevisa, we are committed to keeping you informed and equipped for a smooth visa application process. With the recent introduction of Ministerial Direction 111 (MD111), effective from December 19, 2024, Australia has prioritized faster offshore student visa processing. Here’s everything you need to know about how these changes can benefit international students, especially from India, China, and Vietnam.

What Is Ministerial Direction 111 (MD111)?

MD111 replaces the previous Ministerial Direction 107 (MD107), addressing prior inefficiencies. It aims to streamline offshore student visa applications, ensuring quicker decisions for eligible applicants.

Under MD111, student visas are categorized into two processing priorities:

  1. High Priority
  2. Standard Priority

This system allows higher education and Vocational Education and Training (VET) providers to process applications faster until 80% of their New Overseas Student Commencements (NOSC) allocation is met.

Who Qualifies for High Priority Processing?

High-priority processing applies to:

  • Higher Education and VET Students:
    • Starting their first course at their initial provider.
    • Beginning a new course at a different provider.

Students not included in the NOSC count:

  • Transferring courses within the same provider.
  • Immediately starting a subsequent course at the same provider.

Eligible Categories for High Priority Processing:

  • School students.
  • Non-award sector students, including exchange programs.
  • Independent ELICOS (English Language Intensive Courses for Overseas Students) students.
  • TAFE and Technical students, including at Charles Darwin University.
  • Aviation Pilot Training Course students.
  • Postgraduate research program students.
  • Foreign affairs and defence students.
  • Students with scholarships from foreign, Australian, or state governments.
  • Students from the Pacific and Timor-Leste.
  • Participants in Transnational Education programs.
  • Dependent minors of primary student visa applicants or holders.

How Does This Affect You?

  • Faster Processing Times: Universities and institutions can process applications swiftly until the 80% NOSC threshold is reached.
  • Strategic Application Submission: Students should apply early and include all necessary documentation to avoid delays.
